    Since Sep 1996 a group with representatives from the French National Library (BNF), French Joint Catalogue (CCF), Directorate of Scientific and Technical Information (DISTNB), Directorate of Reading (DL) and the Higher Education Bibliography Agency (ABES) has been working on establishing a format for exchanging local data which will accomodtae the needs of all users; conform to international standards and take account of new technological tools (Z39.50-1995). Using pre-existing formats with UNIMARC as the basis, the new format will allow selection of documents by different location criteria, establish conditions of communication and manage interlibrary loan.     Digital documents and Internet access are changing cataloguing practices. MARC formats can accomodate Internet documents by assigning a field for URL but quality control is vital, especially with multimedia catalogues, and new links have to be created. Heterogeneous distant resources can now be searches using the Z39.50 standard, thus enabling access to a wide range of diverse catalogues, and Internet formats are being used to create local systems (intranets).     The National Library of France (BNBF) general catalogue in now available on CD-ROM, comprising nearly 4 million entries. Created by retrospective converiosn rather than recataloguing, this version retains inconsistencies and duplications from its sources, but some improvements and corrections have been effected, eg supplementary access points.     Abstract
    Creating a digital collection of graphic documents raises policy, legal and technical issues. Documents should be selected according to overall documentation policy criteria (value, preservation, exploitation) and meet a real need. The objectives must be clear, e.g. to improve access, widen communication, conserve originals. Technical questions e.g. whether to use originals or photos, text or image scanner, need to be resolved. Cataloguing and indexing involves decisions about the relationship between the digital copy and the original. Copyright legislation may mean only public domain material can be used. Finally the needs of unknown external users have to be considered in making the documents available on the Internet

    Abstract
    The cataloguing of Internet documents presents challenges. Several US projects such as the OCLC Internet resources and Intercat project, the Text Encoding Initiative and the OCLC Dublic Core Project have helped identify the principle problems. Tools such as Unifrom Resource Identifiers, Uniform Resource Names and Persistant Uniform Resource Locators were developed to assist cataloguers in bringing order to the chaos of the Internet. Describes these projects and tools. Discusses the levels of competency that will be required by cataloguers in the future and their role in establishing standards for for information interchange for the Internet community

    The Digital Object Identifier (DOI) has been developed by the academic technical and medical publishing sectors to enable the management of access rights to information published electronically.     Abstract
    Users of international libraries, such as the UN library in Geneva, are themselves highly skilled in using electronic information sources and expect to have access to the most up to date equipment. The librarian/user relationship is thus cooperative, with the user often more expert in using new tools than the librarian. There is no formal network of international libraries, which stand outside overall information policies, though libraries such as those of the UN coordinate standards and activities. The role of the librarian in this context, as exemplified by the Genova library, embraces 3 functions: producer (creation of databases and bibliographies eg those of the Department of Human Rights); trainer (continuing education for both colleagues and users); and mediator (making information and documentation available to the public eg CD-ROM and video publications of archive material celebrating the UN's 50th anniversary). With increasing use of the Internet and the personalisation of information, the library is becoming more like a cafe, offering an information space for individualistic users

    For users, the catalogue is a tool to assist in satisfying information demands. Bibliographic databases raise the question of how to describe a document to facilitate retrieval. Information technology development have led to the creation of hypercatalogues, affording links to related material and other services. This necessitates improved descriptive cataloguing and also improved search interfaces to simplify user manipulation, along the lines of the Web. Given the massive output of electronic documents, the librarian's role is to select, prioritise and organise.     Abstract
    The media centre at the City of Science and Industry, Paris, bases cataloguing practices on user habits, simulating searches which users have done to identify how access can be improved. In relation to the audiovisual viewer, which offers a selection of 3.500 films, this has led to including summaries and closer indexing, so that items can be retrieved by subject, not just by title as in the general catalogue. Economy of indexing can be justified as long as there is more information available from another resource. Analysis of failed searches has shown that wider subject indexing and integration of subject research and keywords would reduce noise.
